Tucson Pastor Isaac Noriega in Court on Charges Related to Child Neglect

On July 31, 2025, former and current members of Golden Dawn Tabernacle (formerly Tabernaculo Emanuel) observed a significant milestone in their ongoing pursuit of justice and accountability. Pastor Isaac Noriega appeared in Pima County Superior Court for a case management hearing, addressing two criminal charges related to the alleged failure to report child neglect—a violation of Arizona’s mandated reporting law. He was accompanied by his son and Associate Pastor Matthew Noriega and Church Elder and Treasurer Samuel Mike Samaniego.

Former members of the church and media representatives, including Telemundo, awaited Noriega's arrival, creating a charged but controlled atmosphere. Observers noted that Noriega appeared noticeably uneasy, displaying behaviors such as nervously chewing gum (as shown in the video below) and staying silent, which is uncharacteristic according to those familiar with him. This situation provided a stark contrast to Noriega’s usual role of authority and control within his congregation, highlighting his discomfort in confronting accountability publicly. He is no stranger to being strongly opinionated, outspoken and angrily lashing out at people when he is bothered by someone's actions, words or appearance, but he usually does this from a position of power, which he did not have in this public place.

One of Noriega's failures to report charges stem from child sex abuse allegations for Golden Dawn Tabernacle member Jose Mora, 57, who was arrested by Homeland Security Investigations on April 10, 2025 and charged by the Pima County Attorney’s Office on April 15, 2025 with five counts of child molestation and three counts of sexual conduct with a minor. The charges stem from an Arizona Daily Star/Lee Enterprises investigation in which Mora publicly admitted to sexually abusing a child. The offenses involve victims under 15 and could carry sentences of up to life in prison or 24 years depending on the victim’s age.

Noriega and his associates declined to respond to questions from the media or engage with former members, choosing instead to remain silent and allow their legal representatives to handle communication as shown in the video report below by Telemundo Journalist Jesus Hiram Gonzalez (report in Spanish).

The attendance of former members at the courthouse was symbolic, offering many a sense of justice, potential healing and closure. Their willingness to speak out has helped bring attention to the necessity of accountability, especially for those in positions of power.

For years, Noriega's alleged actions have reportedly affected numerous families, contributing to emotional distress, trauma, and disrupted relationships. Former members allege that he has broken up families, covered up abuse, manipulated and controlled vulnerable and elderly members in the church. He has caused so much pain to others that former members have been crying out for justice for decades. That is why his court appearance represents a moment of reckoning, emphasizing that individuals in positions of authority must still answer to the law.

The ex-GDT community continues to follow these developments closely, hopeful that this marks a meaningful shift towards greater accountability, especially when it comes to protecting children from abuse.

Note Noriega's silence in the video below when asked if he will pray for the abused children. He just nervously chewed his gum, which is ironic since he has historically railed against people chewing gum in church.

When I saw the video of Isaac and the Prince walking into superior court and how he was nervously chewing his gum like a busted schoolboy reporting to the principal and the pictures of them sitting amongst the crusaders (those sorry bunch of losers) could only imagine what else he was thinking about them. I almost felt vindicated and relief. Then as I prayed for thanks God brought to my mind that this was not a win or lose or a us verses them game. It’s merely a step forward for us who have been trying to liberate those who are still inside or may have been inside at some time..I’m side GD. Just a single step forward in what we’ve been forced to do because we will not remain silent while women and children are trafficked from childhood to adulthood for tithes and services to Isaac.. We are merely doing what is humane “report information on crimes against those who are not capable of reporting themselves “ ..if we are the the true bride of Christ shouldn’t we do everything in our power to protect his bride? Isaac this is not persecution it is you being complicit with a serial child rapist and I’m praying that he too turns and testifies against you.

I’m glad the people at GD are able to see what’s going on behind close doors. If it wasn’t for this website and those that took pictures and videos of his court appearance, they probably would have thought this was just a witch hunt against their beloved pastor isaac.

Maybe this is what it’s going to take for God to open their eyes to see they are in a cult where thier leader only cares about him and himself only. And he doesn’t even give you the decency to know your precious kids are in danger.

Ok Dude, yea you’re the one responsible for getting Isaac in court. It’s you who’s been pushing this “step forward”.

You should be grateful to those”sorry bunch of losers” who are the reason Isaac’s being held responsible in the first place. Not the ones sitting in GD criticizing everyone actually doing something about it, while paying for Isaac’s legal team with their tithes.

Este muostruo depreciable de Isaac Noriega, tiene delitos gravisimos, atormentando a los niños, adolecentes, y jovenes, hablando mal de sus padres a espalda de los mismos. Subyugando y esclavisando viudas. Y lo mas grave, tolerando toda clase de pecados de las familias de sus comadres y compadres que lo siguieron desde California en suscomienzos. accountability is lesson Isaac never gave his raping and pillaging son Stephen. So God answered our prayers by saying the horrible man responsible for allowing the sexual and physical assaults to take place will be the one to pay… well get Stephen later.. Mr Isaac.
we have been praying for this day. not for judgment on Isaac the man, but for the innocent to be set free mentally. Most families in GD will stay on this hell bound bus because its the way to heaven so their told.. however the one or 2 who’s eyes will be open are worth a 1,000 worlds.
