Below is the breakdown of the organizational structure of the church leadership team. It is important to note that since 2015, all current leadership positions in the church have been appointed by Isaac Noriega. This is significant because church-wide elections were suspended at that time due to Noriega's belief that the church is governed by a "theocracy" (conveniently he acts as God's representative). This is despite legal documents listing the church as a "religious association acting through its duly elected trustees and Isaac Noriega as its founding pastor and Matthew J Noriega as associate pastor". Note: some of the individuals have multiple roles.

Pastor Isaac Noriega In this research blog, we will be discussing who Pastor Isaac Noriega is, as well as the organizational structure of his church team. Pastor Isaac Noriega founded the church Tabernaculo Emanuel in Tucson, Arizona in 1973. As the church grew and expanded, he changed its name to Golden Dawn Tabernacle, while still retaining the Tabernaculo Emanuel name for legal and financial purposes.
